As on a regular basis the environmental agency are working closely with the police and are stopping all tippers and not only checking that they have a waste carriers licence but also checking to see if they are unemployed and have the correct haulage insurance,if not - they are confiscating vehicles and this is stopping the rogue traders dead in their tracks, secondly if plumbers, electricians etc do not remove their waste and leave it for the householder to dispose of - where do you think it will end up? do you really think they will take it to the local scrapyard for recycling,i can just see a member of joe public walking into a scrapyard with his 10 inch copper pipe in hand and "weighing it in" - NO - probably straight in the dustbin!which incidently is not the place for it!Personally i dont think that the plumber - builder - roofer etc will be evading the already obscene tax on the scale on which you speak,as a waste collector - who charges for collecting peoples waste and disposing of it - when i see some copper or lead and save it should i declare it when i weigh it in? if so - i think i would leave it where it is and dispose of it with the rest of the waste - at a recycling plant where they will pull it out and then of course weigh it in - so i'll have paid to dispose of it and someone else will benefit! i think your argument is weak and pointless - what about the 30k + in benefits every mp gets every year? for what? what about the man in the allotment who sell a few veg every year? if it wasnt for scrap metal men you would have to pay for that old washing machine to be removed - yes some are rather unscrupulous and a proportion on job seekers disability etc but please dont tar everyone with the same brush, its like saying all lorry drivers kill prostitutes! hmmm I dont think so.
